Freedom Parkway

The DRAFT Freedom Parkway Access Control Plan (ACP) is now available for public review and comment.  Comments or questions regarding the plan can be submitted to Dawn Anderson at or Elizabeth Relford at   Also, two additional public open houses have been scheduled:  June 14th at Milliken Town Hall and June 28th at the Riverside Library and Cultural Center in Evans. Freedom Parkway extends from Larimer County Road (LCR) 7 on the west side (as State Highway 402) approximately 20 miles to Weld County Road (WCR) 49 along LCR 18, WCR 54, and 37th Street. Portions of the road are in Loveland (14th Street SE), Johnstown (LCR 18), Greeley (37th Street), and Evans (37th Street). Portions are in unincorporated Larimer County (LCR 18) and Weld County (WCR 54). Milliken and Kersey could potentially annex unincorporated sections of the corridor in the future.

In June of 2016, representatives from the cities, towns, counties, and CDOT started meeting to discuss forming a coalition to meet monthly and discuss the safety of corridor. As a result, the Freedom Parkway Coalition was created with the goal of developing a corridor access control plan.

Representatives from the cities, towns, counties, and CDOT meet monthly to talk about this corridor. One of the things they agreed on right away was the need for a name for the corridor other than "Weld County Road 54/37th Street/Larimer County Road 18/State Highway 402"! The group selected the name "Freedom Parkway" and decided upon a logo design. There are currently no plans to change the official name of the road (or addresses).Freedom Parkway Logo

This Access Control Plan (ACP) is being developed to supplement regulations regarding access to the road found in the various municipal and county codes by analyzing safety conditions, existing access, and alternative (side road) access. The primary goal is to improve safety on the corridor, but it also works to:

  • Coordinate road improvements
  • Promote economic vitality
  • Protect infrastructure investments
  • Maintain the functional integrity of the corridor by reducing traffic conflicts and improving traffic flow

In short, the ACP is being developed to ensure adequate safety, mobility, and capacity on the corridor.
